Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are released from multiple capitals. Immense energy is devoted on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from across the border, a capacity provided through timely intelligence. From witness perspectives, defense planes that had been scrambled to engage hostile cruise missiles flew past – sophisticated military planes delivered to Ukraine by Western partners.
Shortly after, Kyiv's missile defense thundered: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by Western nations. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: perhaps the incoming missile won't strike its target this time, sparing the city from ruin and another blackout.
Continuous Dangers
Following this, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a defensive team – probably imported technology. Sadly, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.
Intermittently, this continued until dawn. Kyiv greeted the morning news: seven people killed, devastation and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's vital need on Western support – a dependence that European nations are evidently unprepared to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from American leadership generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, no doubt, persist.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership functions according to a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is unfeasible to force Russia to abandon the areas that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, American administration does little to deter Moscow, through words or deeds, from thinking that the current condition will not change more in its benefit in the months ahead.
Conflicting Perspectives
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a complete military breakdown until situations evolve in its advantage.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: political desires to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.
These opposing factors are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.
While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, largely rely on sustained allied backing.
